The White House released its proposed 2021 budget today. Highlights from their announcement at https://www.whitehouse.gov/wp-content/uploads/2020/02/budget_fy21.pdf
EPA: "The President's 2021 Budget requests $6.7 billion for EPA, a $2.4 billion or 26-percent decrease from the 2020 enacted level."
NASA: The Budget provides $25.2 billion for NASA, a 12-percent increase from the 2020 enacted level. "NASA's top-priority mission is to return American astronauts to the Moon by 2024 and build a sustainable presence on the lunar surface as the rst step on a journey that will take America to Mars" They are proposing to eliminate "two Earth Science missions". Those are apparently the Plankton, Aerosol, Cloud, Ocean Ecosystem (PACE) mission, and the Climate Absolute Radiance and Refractivity Observatory (CLARREO) Pathfinder. Both of these cuts are consistent with the Administration's attack on climate science. Specifically:
https://pace.gsfc.nasa.gov: PACE's data will help us better understand how the ocean and atmosphere exchange carbon dioxide. In addition, it will reveal how aerosols might fuel phytoplankton growth in the surface ocean. Novel uses of PACE data will benefit our economy and society. For example, it will help identify the extent and duration of harmful algal blooms.
https://clarreo.larc.nasa.gov: The Climate Absolute Radiance and Refractivity Observatory (CLARREO) mission will monitor the pulse of the Earth to better understand climate change. The foundation for CLARREO is the ability to produce highly accurate and trusted climate records. These tested climate records can be used to lay the groundwork for informed decisions on mitigation and adaptation policies that address the effects of climate change on society.

NIOSH: Education and Research Centers (ERCs) "... The Budget would stop directing Federal funding to support academic salaries, stipends, and tuition and fee reimbursements for occupational health pro-fessionals at universities."
CAFE standards: "Agencies plan deregulatory actions on Federal fleet mandates for the Corporate Average Fuel economy standard"
Tobacco: "The Budget proposes to move the Center for Tobacco Products out of the Food and Drug Administration (FDA) and create a new agency within HHS to focus on tobacco regulation. This new agency would be led by a Senate-confirmed Director-"
NHTSA: "The Budget also provides for a 3.8-percent increase to the National Highway Traffic Safety Administration (NHTSA) and the Federal Motor Carrier Safety Administration (FMCSA) from the level provided in the last year of the FAST Act." (those were a 5 year budget passed in 2015) Wow, that's clever - they are actually cutting NHTSA by 72%; see below
NIST: -19% (cut of $154 M)
NOAA: -31% (cut of $300 M)
DOE Science: -17% (cut of.16B)-notably Fossil Energy R&D is only cut 2%.
DOE Energy Efficiency and Renewable Energy: - 67% (cut of 1.38B).
DOE ARPA: -173% (yes, a cut to a negative appropriation).
EPA Science & Technology: -37% (cut of $174M)
EPA Superfund: No change; entire budget is $18M.
CDC: no cut
NIH: -7% (-2.9 B)
Homeland Security, Science and Technology: -15% ($65M cut)
Homeland Security, Countering WMD's: -23% ($14M cut)
Interior, Bureau of Land Management: -34% ($39M cut)
Interior, Bureau of Safety and Environmental Enforcement: -7% ($39M cut)
NASA, Science: -11% ($758M cut)
NASA, Construction and Environmental Compliance and Restoration: -11% ($6M cut)
NSF: -6% ($424M cut)
DOT, FAA: -16% ($86M cut)
DOT, FHA: -100% (elimination; $404 M cut)
DOT, Federal Motor Carrier Safety Administration: +33% ($3M increase).
DOT, NHTSA: -72% ($49M cut)
DOT, Pipeline and Hazardous Materials Safety Administration: no change from $24M.
Obviously, this is mostly political theater. Many of these programs have broad support and I have not even addressed the more massive/controversial issues like Medicare which are outside our scope. But remember, if you don't play your role to support the programs that you want, then there is a very real possibility they go away-particularly if the larger issues are used as distractions.
