CHESANING, MI ‰?? A chemical spill in Chesaning resulted in several homes being evacuated before the situation was quelled.

At 10:46 a.m. on Thursday, Jan. 14, the Chesaning-Brady Fire Department was notified of an unknown chemical leaking from a tank in the 15000 block of Sharon Road on property owned by Elite Excavating. Upon further investigation, they called in mutual aid from the Saginaw County Hazardous Material Team.

An area from Sharon and Baldwin roads south to Chesaning Village limits was evacuated. To keep contamination from reaching the Shiawassee River, crews also erected a barricade along the riverbank.

The Chesaning-Brady Fire Station No. 1 served as a shelter site for displaced residents.

Responders determined the leaking material was an acid-base. The company Al Miller/Bartz Septic Service had been contracted to remove an old septic tank located on the property.

WASHINGTON ‰?? Chemical facilities would face fewer regulations under a proposed rule change from the Cybersecurity and Infrastructure Security Agency that targets 49 explosive chemicals.

These ‰??Division 1.1‰?? explosives, which include black powder and desensitized nitroglycerine, are currently regulated by both CISA, which is part of the Department of Homeland Security, and the Bureau of Alcohol, Tobacco, Firearms and Explosives, which is an arm of the Justice Department.

In its Jan. 6 filing for the proposed rule change, CISA said that removing the explosives from its ‰??Chemical Facility Anti-Terrorism Standards‰?? and relying on ATF for oversight would mean facilities would no longer face the burden of complying with both agencies‰?? requirements. High-risk chemical facilities, including explosives manufacturers, warehouses, distributors and end users of the products such as aerospace, oil and gas, construction and mining facilities, could benefit from the change, according to the proposed rule.

In the past two years, half a dozen chemical disasters have ripped apart Texas neighborhoods, sent dozens of people to the hospital and killed unsuspecting bystanders as well as workers.

Texas Public Radio and Houston Public Media spent the better part of 2020 investigating these events. Our team has met with victims whose lives have been changed by chemical disasters. We‰??ve spoken with community advocates who are fighting back. We‰??ve examined the frayed patchwork of local, state and federal policies around chemical safety. And we‰??ve pulled back the curtains to reveal what‰??s going on behind the scenes with competing federal agencies in the aftermath of these disasters.

We want to answer the question: why do so many chemical disasters keep happening in Texas, and what‰??if anything‰??is being done to prevent more?

After the heavy smoke cleared and firefighters took their equipment back to the fire station, a huge pile of items, including antiques and fallen bricks, surrounded the Avis building at 8 W. Central Ave., which was destroyed by fire Thursday. Yellow safety tape surrounds the area where the two-story brick building stood. John Powell, owner of the antique store, said he was lacquering objects in the first floor of the building when a chemical sparked the blaze, which quickly spread to the second floor and roof. Powell suffered minor burns and two occupants of apartments on the second floor were not injured. Attempts to reach Avis fire officials for more information about the fire were unsuccessful. Avis Borough maintenance workers are shown at the site Friday morning.
