I could be wrong, but I think it is a filter for inhalation and two exhalation valves which is completely not what it needed for protection of others.  They might be able to stop some incoming, but they will be releasing their unfiltered breath for everyone else to breathe.  I'd tell them thanks for nothing buddy.
