Hi all:

Monona is very correct on this!

Please see below the ruling of a judge in Bhopal court,

Judge said the defendants "omitted to do what they were entrusted to do." Their company failed to anticipate the possibility of a largescale leak of methyl isocyanate (MIC) and to fit the plant with suitable countermeasures. Tiwari moreover determined that Union Carbide was storing MIC in excessive quantities, that it had allowed maintenance and training to deteriorate, and that a critical refrigeration system was not working at the time of the accident.

Multiple factors caused this incident in Bhopal, causing 50,000 people dead and many still suffering.

Regards,

Tilak

And usually those are the only locations so undesirable that the poor can afford to be there. The real problem always  is poverty.

The plant was there long before the neighbors.  The local govt allow the folks to settle there. ... Jim

Or perhaps the entity that operated the plant could have given a bit of consideration to their neighbors and found a less dangerous way to make a lot of money.
