The US EPA NCCT maintains the Chemistry Dashboard, which is intended to be a collecting place for chemical property and bioactivity information: https://www.epa.gov/chemical-research/chemistry-dashboard. I don't know if this is the kind of information that would be useful in a CSL, but it might be work checking out.
Also, from a Health & Safety standpoint, the US NIOSH maintains a "Pocket Guide to Chemical Hazards", which is quite helpful for finding reference levels and PPE requirements (https://www.cdc.gov/niosh/npg/), as well as assisting with the curation of the International Chemical Safety Cards (https://www.cdc.gov/niosh/ipcs/default.html).
