Neal,

I've never used this personally but I've heard that the
Google open online education is a good platform. You can
create custom modules on this site. It seems that it's free
except for the Google App Engine, but that also comes with a
free tier.

Approximately 6 years ago, CHAS began working on an
eLearning Lab Safety for Students project.  It moved forward
in fits and starts.  Over the past year, all the didactic
material was completed, and we began working on creating the
actual online modules.  Our resource to create the online
modules recently became unavailable.

So, CHAS is now in real need of a resource to take PPT files
and convert them to modern, spiffy online educational
modules.

Once this project is complete, the entire course will be
available to students, graduate and undergraduate, globally,
at no cost to the student or their educations institution.
Students who successfully complete all 11 modules will
receive a Certificate of Completion from ACS.
