Welcome to EPA's first Solid and Hazardous Waste Listserv message!

The purpose of this listserv is to provide stakeholders with updates about the federal solid and hazardous waste programs. This listserv is used to send out announcements about rulemakings, upcoming webinars, guidance documents, open comment periods and other related communications.

e-Manifest Advisory Board Public Meeting: September 26-28

EPA will convene the Hazardous Waste Electronic Manifest System (e-Manifest) Advisory Board to hold its second public meeting on September 26-28, 2017, at the EPA Conference Center located at 2777 South Crystal Drive, in Arlington, Virginia. The meeting's theme will be "Implementing e-Manifest: User Registration and Account Activation."

Electronic Filing of Hazardous Waste Exports Required Starting on December 31

Starting on December 31, 2017, all U.S. exporters of manifested hazardous waste, universal waste, and spent lead-acid batteries for recycling or disposal, and all exporters of cathode ray tubes for recycling will be required to file EPA information in the Automated Export System or AESDirect for each export shipment. Paper processes will no longer be allowed on or after the compliance date.

EPA's Hazardous Waste Export-Import Revisions final rule that became effective on December 31, 2016 provided flexibility to the regulated community by establishing a transition period prior to the required filing of EPA information into the AES for certain export shipments.

EPA Guidance for Coal Ash State Permit Programs

EPA has developed an interim final guidance outlining the process and procedures EPA generally intends to use to review and make determinations on State Coal Combustion Residual permit programs submitted to EPA for approval.

The public comment period for this guidance closed last week and EPA received numerous comments. EPA is working on responding to the comments as well as revising the guidance document to the extent possible based on the comments.
