I can't speak to the safety of modified HF vs non-modified HF, but...

Just a note to let everyone know that HF is not used in refining as a cracking catalyst, but as an alkylation catalyst (for example, to produce isooctane from isobutylene and 1-butene). This process converts gases to a liquid (other alkenes react as well, not just butenes) that is a gasoline blending component. Alkylate increases the octane rating of a gasoline blend. The preferred catalyst is concentrated sulfuric acid, but its use is not economically feasible if there is no facility relatively close by to regenerate the spent alkylation acid. The Torrance refinery has no regeneration facility located nearby, so it uses hydrofluoric acid.

There are a number of fairly good sources of information on the alkylation process in refining available on the internet.
