I asked a colleague who is in that line of work and he wrote this:

Not really that much to go on there. "Access system integration" could be anything and there are about 50 different directions to go.
 
If $4400 is brand new from the ground up they can't be getting anything good.
 
I'm going to assume that the building already has a card access system in it, and that $4400 is to add two doors to it.
A door "dress out" is usually a maglock, PIR sensor, card reader, emergency exit button.  $2200 per door is not that bad.  I don't know the labor rates of the area which is usually the bulk of the cost and probably using a low security 150lb mag lock.  (they keep the honest people out)
 
We usually ballpark about $3k per door
