Among the nominations released late last week by President Obama was that of Rachel A. Meidl to fill the last vacancy on the Chemical Safety and Hazard Investigation Board (CSB). The nomination is interesting in several ways. First, Rachel is currently an official at the Federal DOT Pipeline and Hazardous Materials Safety Administration, or PHMSA - which is the same bureau for which current CSB Chair Vanessa Sutherland was chief counsel, prior to her nomination to the CSB. Second, Rachel was previously director for three years of regulatory and technical affairs at the American Chemistry Council (ACC), the largest chemical industry association & lobbying group. Third, since the terms of all of the current CSB Board members expire in election year 2020, if confirmed by the Senate Rachel may end up being the sole member of the CSB Board - if the Senate and President Trump don't see eye-to-eye on their replacements.
