A laboratory in the Production Engineering Department of the Peradeniya University Engineering Faculty was reduced to ashes in a major fire that erupted around 7. 45, this evening.

Police said fire engines belonging to the Kandy Municipal Council were deployed to douse the fire that gutted the building.

The firefighters had doused the fire by 8.30 p.m. with the assistance of students and the Police.

An electrical short circuit is the suspected cause for the fire. A similar fire broke out at the chemical laboratory at the Moratuwa University two months ago, causing extensive damage.

INJURED WORKERS BURNED BY DANGEROUS CHEMICAL

Investigators continue their work to determine what happened Saturday afternoon when two workers at River Road Wastewater Treatment Plant were exposed to hydrogren sulfide while working on a sludge pump.

The two employees were still at Parkland Memorial Hospital Sunday receiving treatment for chemical burns as a result of the incident. Authorities continue to piece together the events. The workers' conditions were not available Sunday afternoon.

Daniel Nix, utilities operations manager for Wichita Falls, said an employee with 18 years' experience another worker with more than a year at the plant were conducting routine maintenance on the pump when they were exposed to the dangerous gas. He said personnel at the plant who were performing a routine check on the workers found them down at about 5 p.m. and followed procedures for emergency response by the fire department and police department.

Water Supply Manager Barry Parsons told the newspaper that they tested water are different stages of the treatment process and figured out the chemical was introduced within an additive that controls the acidity of the water.

Parsons says the levels of chromium-6 were within safety limits and never threatened anyone's health. But he is glad to switch to a different additive.

The cancer-causing chemical bled into groundwater after the spill in 1982, and officials say the plume now stretches more than a mile long. In some areas, PCE evaporated and turned into a gas, seeping into the air inside of homes.
The Nevada Division of Environmental Protection is working to begin extracting the perchloroethylene, or PCE, by spring of 2017. Recently, workers have installed mitigating systems to keep the chemical out of homes.

18-YEAR-OLD MAN INJURED BY EXPLOSIVE IN CENTRAL PARK

NEW YORK"An 18-year-old Virginia man was badly injured Sunday after he stepped on a bag containing explosive material inside Central Park, police said.

The victim, identified by a law-enforcement official as Connor Golden, was with two friends climbing rocks near Fifth Avenue when Mr. Golden stepped on the bag, causing it to detonate, police said.

"We believe this could have been put here as some sort of experiment," said New York Police Department Chief John O"Connell. "We have no evidence that this is related to terrorism."

Early reports had said a high-powered firework was the cause of the blast. Investigators now believe the explosion was caused by an unknown chemical in the bag that blew up when kicked or touched, the law-enforcement official said.

The area remained a crime Sunday night. Investigators dispatched chemical-sniffing dogs to canvass the area, authorities said.

FIRE REPORTED OVERNIGHT AT CHEMICAL PLANT

ADDIS - Emergency responders reported an overnight fire at a plant, but could not provide much information about the incident Saturday.

Fire crews and ambulances were sent to a plant on La. 1 near the West Baton Rouge/Iberville Parish line around midnight. An emergency preparedness official reached later Saturday morning said crews were dispatched to a structure fire but there was no immediate information available about the fire's cause or damage.

Sources, however, confirmed no one was taken to the hospital.

Two different emergency officials said the fire was at Air Products, a chemical company manufacturing gases for use in food/beverage, health care and transportation. Air Products has yet to respond to questions about the situation.

The fire occurred in an unstaffed area, one source said.

The injured have been rushed to a local hospital for treatment.The RCF - a public sector 'Mini Ratna' unit - has ordered a probe to ascertain the cause of the explosion.The spokesperson added that two other adjacent boilers have not suffered any damage and all other plants at the Trombay factory are fully safe and operating.Top police, company and rescue officials are at the site to supervise the relief and rescue operations.

LAW ENFORCEMENT MAKES CHANGES AFTER MARYVILLE TRAIN DERAILMENT

ARYVILLE (WATE) " Both the Alcoa Police Department and the Blount County Sheriff"s Office had to make changes to some of their policies following their response to last year"s train derailment and fire.

The derailment of a train carrying the toxic chemical acrylonitrile forced thousands of people to evacuate their homes.

Five Alcoa police officers and five Blount County deputies were hospitalized as a result of their exposure to the chemicals. All were released within 24 hours.

Inspections of the Alcoa Police Department and Blount County Sheriff"s Office by the Tennessee Occupational Safety and Health Administration found serious violations resulting in unsafe or unhealthful working conditions. A report obtained through an open records request showed TOSHA initiated an inspection in July 2015 as a result of the derailment. They found that both law enforcement departments had received training on various incident response systems and hazardous waste emergency response standards.

A civilian had called police to report a rail car sparking as it traveled along the tracks. Alcoa and Blount County law enforcement closed the roadways leading into the area. After someone reported the car contained liquid petroleum, a one mile evacuation zone was set up and officers went door to door to alert citizens. This continued for three hours while the evacuation zone continued to grow. At around the three-hour mark, Unified Command increased the evacuation zone and ordered law enforcement to leave upon learning the chemical was not liquid petroleum, but acrylonitrile.

FIVE QUESTIONS: WHAT CHEMICAL SAFETY UPDATE MEANS FOR PUBLIC HEALTH

What are some of the most important things the new legislation achieves?

The amendments free up EPA to do many of the things that were promised. It also imposes on EPA the requirement to identify susceptible populations and to make sure that they are protected. That would be children, pregnant women, the elderly and workers. The workers were the particularly novel component that I was surprised to find in the bill. It requires EPA to identify high-priority chemicals and to evaluate their hazards. And, in some cases, to evaluate particular uses of a chemical. So EPA might ban a chemical for one application, while allowing it for another.

Also, the amendment sets up a fund that industry has to pay into to actually fund this function of the EPA. There was no such funding under the original TSCA. This is a major change. I think it will certainly protect this part of EPA's responsibility.

What are the biggest failures of the new legislation?

One of its most controversial provisions is that states that are more restrictive or protective than the federal government might have their actions on hold while the EPA is in the process of evaluating a high priority chemical. They cannot take any new action on a chemical once EPA has said that it is going to list it as a high priority chemical and evaluate it. It's a preemption issue. But although that was very controversial, in reality it doesn't amount to much because EPA can only designate a few chemicals as high priority at one time. Ideally, it would work on about 25 chemicals. Its capacity to go beyond that is limited. It's an expensive, labor-intensive, information-intensive activity. EPA simply doesn't have the staff or the funding.

Another controversial issue - no one knows quite how it will play out, but it allows for some mischief - is that manufacturers can request that EPA review a particular chemical. So that could be a good thing. The manufacturer could learn whether a particular chemical it is proposing to use is problematic. Or, manufacturers could load up EPA's calendar with chemicals that it would not have chosen of its own accord. It seems to be a loophole for nuisance chemicals. Or, suppose I could request that the EPA review a competitor's chemicals. It's not clear whether that would be possible.

The EPA administrator has a lot of leeway in the amended act. So a really good, conscientious, on-top-of-everything administrator could make the act work. A less-good administrator could let the act languish and focus attention on chemicals that aren't really that critical, from a public health perspective.

GAS LEAK CONTAINED ON SCENIC HIGHWAY AND BLOUNT ROAD

BATON ROUGE - A gas/diesel leak has been contained after a Hazmat crew responded to the leak near Scenic Highway and Blount Road.

Baton Rouge Firefighters were en route to the leak just before 11 a.m. Friday. The sheriff's office confirmed there was a pipeline link.

ExxonMobil Pipeline Company is conducting cleanup operations. According to officials, Exxon identified a leak during a routine inspection and the line was shut down.

Exxon also has industrial hygiene teams on the scene to conduct on-site air monitoring.

Scenic Highway was closed between Blount Road and Thomas Road with police detouring vehicles around the affected area.

As of Friday at 5:30 p.m., the left lane on Scenic Highway has opened after being closed and traffic is passing through. The right lane is blocked however.

HAZMAT SITUATION AT USM IN GORHAM, CAMPUS EVACUATED

GORHAM, Maine (NEWS CENTER) " A Hazmat situation at the University of Southern Maine in Gorham resulted in the evacuation of the campus late Friday night.

The response was initiated by an ammonia leak at the USM Ice Arena, according to the Gorham Fire Chief.

That leak was confirmed to be contained early Saturday morning.

The chief also said two people were transported to the hospital for evaluation.

REPORT: STATIC ELECTRICITY CAUSED HAWAII LAB EXPLOSION

HONOLULU (AP) " A laboratory explosion at the University of Hawaii that resulted in a researcher losing her arm was likely caused by static electricity, according to an independent investigation.

The University of California Center for Laboratory Safety, which handled the investigation, released its results Friday.

The explosion that occurred in March was initially thought to have been caused by a faulty pressure gauge, but the investigators said static electricity released into a tank most likely caused the explosion, said Michael Bruno, vice chancellor for research at the University of Hawaii at Manoa.

"By all accounts and from everything that we know so far, there were many, many efforts to make this process as safe as possible, and in fact the exact same experiment essentially had been conducted 10 or perhaps 11 times prior to this accident occurring," Bruno said.

The researcher had told fire department investigators she would get shocked on occasion when touching the tank. She reported that to the professor who hired her to conduct research into bioplastics and biofuels, but he told her not to worry about it.

The day before the explosion, the researcher reported hearing a cracking sound while conducting an experiment. She was advised to use different equipment, advice Bruno referred to as "what looks like a tragic decision."

"In hindsight, that was not the right interpretation of what had happened," Bruno said.

Investigators said it was challenging to determine the cause of the detonation because they weren't able to inspect the accident scene until 13 days later. It was important to first clean up the blood and damage to the lab and to ensure that the building was structurally sound, Bruno said.

Independent investigators are now weighing in on what may have caused an explosion at the University of Hawaii at Manoa.

The University of California (UC) Center for Laboratory Safety has completed its investigation into the March 16 explosion in a UH Manoa laboratory that caused a researcher to lose her arm.

The team identified the likely physical cause to be an electrostatic charge and also provided recommendations on how UH and universities and research facilities across the country can improve laboratory safety practices.

MAN SENT TO HOSPITAL FOLLOWING EXPOSURE TO HAZMAT CHEMICAL

LE ROY " A man was sent to the hospital Friday following exposure to a hazmat chemical.
A Griffith Energy Employee left the company"s Pearl Creek facility before experiencing respiratory symptoms once he reached Le Roy.
The man pulled into a plaza on West Main Street thinking a University of Rochester office was an urgent care center. He was treated for his symptoms as best as doctors could manage before being transported by ambulance to United Memorial Medical Center for evaluation.
It was determined that the chemical the man was exposed to was Razor Pro Herbicide, The active ingredient is Glyphosate isopropylamine salt, which is found in Roundup.
The substance is a widely used herbicide to control industrial weeds and also has applications to agriculture, forestry, lawn and garden environments, according to the National Pesticide Information Center.
Chairs in the doctor"s office underwent a preliminary decontamination, according to Le Roy Assistant Fire Chief Tom Wood. He added that a commercial cleaner was coming later in the day to further decontaminate the chairs.

EXPERTS WARN ABOUT POOL CHEMICAL STORAGE DANGERS

CHESTERFIELD COUNTY, Va. -- Following the evacuation of a Woodlake pool Thursday due to pool chemicals, first responders and pool maintenance crews spoke Friday about how to keep swimmers safe.

Frank Kinnier, Battalion Chief Emergency Operations Division in Chesterfield County, says in a typical year they respond to four to six calls involving chemicals at pools. Thursday, hazmat evacuated the Aquatics and Fitness Center in Woodlake. Investigators discovered, "a bucket of granulated pool chlorine off-gassing."

The chemicals were not properly stored. Once they got wet, people started complaining of irritation and burning in their eyes, nose, and throat.

"Most of the effects of anything that produces chlorine is going to be in their respiratory system," Kinnier said.

AVON CHEMICAL SPILL CAUSED BY TRUCK ACCIDENT

AVON " A truck and car collided Friday morning, cause a hazardous materials response in town.
The Avon Fire Department received a call for a collision at the intersection of Pond Street and Malley Avenue about 7:56 a.m., Fire Chief Robert Spurr said in a written statement.
The accident was between a car and a Scotts Lawn Service truck.
"The Scotts truck was struck on the driver"s side and a line from a tank containing diluted Weed-Be-Gone was broken," Spurr said.
The driver of the truck immediately deployed the spill containment equipment hd had on the truck to slow runoff, the fire chief said.
"Thanks to his quick action, the spill has been isolated to one section of catch basins on Malley Avenue," Spurr said.

OIL FIRE AT REC SILICON PRODUCES SMOKE, NO CHEMICALS RELEASED

MOSES LAKE (VIDEO) - An oil fire was extinguished at REC Silicon in Moses Lake that produced smoke on Friday morning.
No chemicals were released and no one was injured, REC Silicon spokesman James Bowen said.
The fire started at about 7:30 a.m. in a natural gas fueled oil-heater used in warming oil as part of the process of manufacturing silane gas at the plant.
Silane gas is an invisible compound of silicon and hydrogen used in making solar cells, computer processors and electronics. It explodes on contact with air, according to the Scientific American. It does not produce smoke.

O"FALLON, MO (KTVI) " A hazmat crew has been called to a chemical fire in O"Fallon, MO. An explosion around 5:15pm blew the roof off a shed near Technology Drive according to Monarch Fire Chief Tom Vineyard.

There were about 15-20 barrels of polymer resin in the shed. The chemicals in the barrels are used to line PVC pipes.
