I suspect that the thinking is for working with dry powder nanomaterials that higher lab hooch exhaust velocities would easily aerosolize the material, up the hood. If working with dry materials the lab hood's exhaust system should be fitted with a HEPA filter.

The person working with such materials should be educated about the airflow characteristics within the hood. This can be effectively done by placing a smoke bomb in the hood and having the individual mimic the powder handling. This would readily show the air's eddy currents in front of the operator. These currents can readily bring any aerosolized powder to the operator's breathing zone.
