Yes; There have been several races. In 1967 there was a race in Superman #199 (a tie), and a race in The Flash #175 (an ambiguous tie). In 1970 they raced (in World's Finest #198), and the Flash won. In DC Comics Presents #2 in 1978 they raced from the beginning of time, and it looks like Superman won, although it is difficult to tell. In The Adventures of Superman #463, Superman and Wally West (the third Flash) raced. The Flash won that one.  In DC 1st: Flash/Superman #1, Jay Garrick (The Flash in the alternate universe, and the first Flash) beats Superman, but he cheated by tapping into the Speed Force. In the last and final (so far) race, in Flash Rebirth #3, the newly restored Barry Allen (see Crisis on Infinite Earth and the DCU for details), Barry is once and for all faster than Superman…

So, on the whole, The Flash is faster than Superman. Which should come as no surprise, as Superman has a host of other abilities, while all The Flash has is speed. It wouldn't do for Superman to beat him at his own power in the DC Universe…

Whew…

There have also been races between the sidekick, like Superboy and Bart Allen (Impulse), but I'll (slowly) move along now…

I have a five year old boy who loves comic books, so while I haven't memorized all the villains and super heroes like he has, from reading to my son I know a lot of them were transformed by chemical accidents. I can look up specific names in one of the references we have at home if that would be helpful.
