Mark,
As a process chemist, I would suggest to perform your Acetic Acid dilution in cold water; this will minimize the ionization (not eliminate it). You should be able to combine the two dilutions (Hypochlorite dilution and your Acetic Acid dilution) in the same manner (i.e., cold temp).
I anticipate you might have a little bit of heat due to the ionization process, but the colder temperature should alleviate this (not eliminate it, but minimize it).
Try this on a small scale before complete commitment & see how it works. If it succeeds, then I would proceed as normal.
Kindly post your results/findings to this subject; it would be good to hear how this turns out (good or bad).
