ST. PETERS ¥ A chemical explosion in the basement of a St. Peters home shortly after noon today caused major structural damage, fire officials said.

Two men were refinishing a concrete floor in the basement of a three-bedroom ranch at 63 Harvest Point Court, when the fumes ignited, said Scott Freitag, assistant chief of Cottleville Fire Protection District.

Freitag said the men were using a sprayer. They did not use proper ventilation, and the hot water heater was left on, he said.

Neither one of the workers were injured. He said one wall of the home was blown out about 18 inches, the garage door buckled, and the roof over the front porch lifted off its columns, then set back down.

THREE people were taken to hospital after potentially dangerous chemicals were issuing fumes in a chemistry lab at the Glanbia cheese factory in Magheralin.

Two fire appliances from Lurgan and two from Lisburn attended a special service call to the factory at 4pm on Wednesday afternoon.

As a precaution the building was evacuated.

Fire personnel wearing breathing apparatus and gas tight suits entered the room and ventilated the area. Using gas monitoring equipment they monitored the surrounding air.

WALLINGFORD, Vt. -
"I felt the concussion go through my chest," Ann Tiplady said. "I have never felt anything like that before."

Tiplady lives on a quiet farm in Wallingford, but a recent string of explosions have set her and many neighbors on edge.

"Suddenly there was a very loud explosion next-door. My husband was on the other side of the house and he said he felt it inside his body, and he thought a gas station 2 miles away had blown up," Tiplady said.

The Vermont State Police say over the last several weeks they have been responding to numerous calls from concerned residents in Wallingford, Clarendon and Ira. Although the booms are packing a serious punch, they are coming from small containers and are what authorities are calling "exploding targets."

"It is something that is used as a target and it does, it explodes. But the ATF, federal agencies said there is nothing illegal about it. It is legal to buy, it is legal to possess," Vt. State Police Lt. Chuck Cacciatore said.

Inside the canister are two separate ingredients: ammonium nitrate prills and aluminum power. On their own, the items are not considered explosives, but once mixed and then shot with a rifle, the blast can be massive. While a half-pound is recommended to use on targets, 100 pounds can level a house.

RICHMOND -- City officials made it clear Tuesday night: While the investigation into last summer's fire at the Chevron refinery here is near an end, the legal and policy implications will reach far into the future.
Though it postponed making a formal decision Tuesday, the City Council is poised to contract with a high-profile San Francisco law firm to secure damages from Chevron stemming from the massive Aug. 6 fire, which sent more than 15,000 residents to area hospitals.
On Tuesday, the council also passed two agenda items related to the petroleum giant. One directed staff to strengthen the city's Industrial Safety Ordinance to align with U.S. Chemical Safety Board recommendations calling on the city to

LUBBOCK, TX (KCBD) -
An area in north Lubbock was evacuated Wednesday night in response to a chemical leak at Bayer CropScience at 103 Erskine near Interstate 27.
....
The area remains closed Thursday morning. A specialized hazmat crew from Dallas is on the scene assessing the situation before beginning cleanup procedures.

Around 7:40 p.m. Wednesday, employees at Bayer CropScience detected a leak from a faulty valve on a tank of hydrochloric acid. They contacted authorities and began evacuation procedures.

The Lubbock Fire Department established an isolation zone around the leak and began a small neighborhood evacuation.

Around midnight, changing weather conditions forced them to expand the area to what you see in the attached graphic.

LFD says, "The chemical leaking is Anhydrous Hydrochloric Acid and is very dangerous if contacted or inhaled. We are using computer simulation software to predict where the cloud may spread based on predicted and current weather conditions."

Plant co-owner Michael Ford told The Associated Press he was going to the Tulsa hospital and said he can't talk until he knows the conditions of the injured workers.

Authorities say the explosion may have involved a propane tank and that the fire is under control.

Two other people were injured, but no names have been released.

The explosion and fire occurred near rural Myton, about 100 miles east of Salt Lake City. The fire has been extinguished.

Uintah County sheriff's Cpl. Brian Fletcher confirmed that work was being done on the storage tank before the blast, but he had no other details.
