Request an OSHA "Consultation" visit and bring up the SSEW issue with them. If there is an issue they'll be happy to "assist" and recommend appropriate fixes. That'll eliminate any mis-understandings out there and ensure that the right course of action is followed. If that doesn't work, when OSHA comes back and cites the organization for failing to have the proper SSEW system in place, then I'm sure the right thing will happen. 

Too often we forget that we have resources such as the Federal and State OSHA offices which provide services such as this - "free" on-site visits to help folks do the right thing. I'd suggest that we utilize and listen to these experts before asking others where safety is concerned.
