Health and Safety Specialist

Weill Cornell Medical College of Cornell University in NY, NY is seeking to fill this full time position.

Position Title: Biosafety Specialist – Job # 13327

Full Time - Exempt: Upper East Side Location

Benefits: Full time exempt employees earn over 4 weeks of vacation each fiscal year, plus 3 personal days each anniversary year, plus two weeks of sick time. Position Summary: Implements laboratory and occupational health and safety programs; maintains safety plans, hazard risk assessments and signage programs; conducts site and building inspections; develops and maintains related EHS Program Manuals including the Laboratory Chemical Hygiene Plan and associated updates; maintains chemical inventory and material Safety Data Sheets program; coordinates laboratory submissions and MSDS availability; conducts Department of Homeland Security's Chemical Security Anti-Terrorism Standard assessment and reporting;  monitors personnel and evaluates area for exposures to toxic/hazardous substances; interprets results of monitoring with respect to OSHA permissible exposure limits; designs exposure-reduction protocols based on accepted industrial hygiene practices; evaluates ventilation systems for efficiency as engineered controls of toxic vapors and gases; conducts investigations of work related to lost time incidents, accidents and injuries; recommends follow-up and work-practice changes as needed; conducts indoor air quality assessments; develops and maintains the chemical hazardous waste programs; responds as part of an emergency team to hazardous material spills, gas leaks and other indoor air quality issues; performs other job related duties as required.

Minimum Requirements: Bachelor's degree in science, engineering, environmental management or related field required; must have at least three years of related experience in industrial hygiene, laboratory safety and chemical waste management; must have knowledge of employee exposure monitoring and sampling techniques; proficient in Microsoft Office Suite; must be able to respond to emergencies during non-business hours; must be able to travel to White Plains, NY; excellent organization and communication skills.

Position Summary: Under supervision, implements and maintains the hazardous waste and environmental management programs for Weill Cornell Medical College; develops and maintains hazardous waste contracts and oversees contractor work activities; develops and implements pollution prevention initiatives; develops related Program Manuals including the Waste Disposal Procedures, Pollution Prevention, Chemical Spill Planning and Response; provides program-specific training as required; maintains waste contracts, oversees contractor work activities; prepares regulatory reports including annual hazardous waste report and quarterly tax reports; maintains on-line sharps regulated medical waste collection program; develops and maintains environment protection and management program including air pollution, Freon/refrigerant management, water pollution, petroleum and chemical bulk storage and spill prevention; oversees operation programs and procedures including inspection protocols as required by environmental permits and other regulatory requirements including monthly petroleum bulk storage tank inspections; assesses existing College operation and review future construction projects and operations for inclusion in environmental protection and management programs; maintains the hazardous material shipment program including hazardous materials security plans, chemical shipments and off-site medical waste shipments; maintains pollution prevention and waste minimization programs including chemical redistribution, end-of-process treatment and recycling and purchasing management; inspects Departments and their operations to ensure conformance with hazardous waste, environmental protection and hazardous material shipment program requirements and provides assistance and corrective measures as needed to rectify issues; responds as part of an emergency teams to hazardous material spills, gas leaks and other indoor air quality issues; performs other job related duties as required.

Position Summary: Develops and implements a biological safety program that meets NIH, CDC, OSHA and grant agency requirements; includes recombinant DNA (rDNA) and human/animal gene transfer, infectious agents and biologically-derived toxins and human tissues, fluids and cells/cell cultures; assists investigators and staff with matters related to biosafety; maintains database of microorganisms handled and rDNA experiments being conducted; audits laboratories and work practices and communicates findings to management; investigates accidents and incidents involving biological agents and materials; develops and conducts educations programs for faculty, staff and students to improve biological safety; develops policies and/or procedures that govern the use of biohazardous materials and disposal of biohazardous waste; develops and enhances documents and methods related to auditing/surveying the adequacy of operations and facilities in research areas and laboratories where biohazardous materials, including animal pathogens and related hazards are present; assists and works with researchers and staff to develop, implement and maintain biosafety practices for each research unit that will fit the biological hazards and needs of each unit; develops and maintains biological material and dry ice shipments program; reviews samples for conformance with shipping requirements, packages samples, shipping records and provides shipper training; identifies safety hazard and non-compliance issues in the laboratory and works with Principal Investigator or other senior laboratory staff to correct issues; performs other job related duties as required.

Minimum Requirements: Bachelor's degree in science related area required; must have three years of increasingly responsible experience in the area of biosafety with demonstrated successful program implementation results in a research and rDNA environment; previous experience with gene transfer research and technologies and USDA APHIS control regulations preferred; must have knowledge in the recognition, evaluation and control of biohazardous materials including handling, identification, properties storage and disposal; process hazard safety review and its application to laboratory-based operations; applicable laws, regulations, codes and guidelines as related to laboratory operations, the means of conducting inspections/audits and issuing reports of finds and the methodology for sampling and monitoring contaminants in the laboratory environment; proficient in Microsoft Office Suite; must be able to work off-hours as needed; must be able to submit and pass the "Security Risk Assessment: conducted by the U.S. Department of Justice for persons with access to Select Agents including clearance by the FBI after the start of employment; must be able to travel to White Plains, NY; excellent organizations and communication skills.
