IT'S ON PAGE 34 AND IT SAYS, RIGHT THERE IN PLAIN ENGLISH :

" ...THEIR USE IS NOW ACCEPTABLE IN ONLY IN VERY SPECIFIC INWSTANCES."

AND IT CONTINUES WITH A DISCUSSION OF SUCH VERY SPECIFIC INSTANCES.
