I was under the impression that the Executive Committee had agreed to
electronic balloting. See part of the Minutes on top of page 9 in the Agenda  Book.

If Council passes the petition, we need to change our by-laws, an action
already ready for vote at the EC. See page 44 in the Agenda Book. And I  urge all
to read all the other changes in preparation for discussion in  Philadelphia.

I am in favor of electronic balloting. My greatest concern is the  FAQ:

Will voting over the Internet discourage members who are  more
comfortable voting by mail?
Elections will be conducted via  "hybrid" methods, combining mail and
Internet voting.  Members will  therefore have a choice, voting either by
the mail ballot or over the  Internet.

 This will require some discussion on procedures. Further, I don't  know the
percentage of members who voted in the last election, but my feeling is  that
percentage will decrease if members have to log on to the Internet.
